Hill was born in Richmond, Virginia, May 1, 1907. He completed elementary school in Roanoke and high school in Washington, D.C. He was a graduate of Howard University, having received the degree of A.B. from the College of Liberal Art and the J.D. from the School of Law. For nearly sixty years, he was married to the late Bersenia A. Walker and had one child, Oliver W. Hill, Jr. Mr. Hill passed away in 2007 at the age of 100.
